Throttlestop shows that my icelake cpu's bus clock is 62MHz

As you can see on the captures above, latest stable verstion of throttlestop and beta version of throttlestop both shows that my laptop cpu's bus clock is

When gaming, my CPU throttles from 3.5 GHz to 0.8 GHz, and boosts back up after a while. This cycle repeats every minute. Does anyone know a fix? I'm on a laptop.
